Regression: Unwanted scrollbar appears in the overlay of chrome://md-settings when zoomed out

Chrome Version:58.0.3029.81 
OS: Ubuntu 14.04, Windows

Steps to reproduce the problem:
1. Launch chrome and navigate to chrome://md-settings
2. Zoom out the page to 25% and Click on Manage search engine
3. Click on Add search engine and observe the overlay

What is the expected behavior?
Scrollbar shouldn't appear in the overlay

What went wrong?
Unwanted scrollbar appears in the overlay


This is a Regression issue broken in M-58.
