Issue descriptionChrome Version: 58.0.3029.81 OS: Ubuntu 14.04,Windows What steps will reproduce the problem? (1)Launch chrome and navigate to the chrome://md-settings page. (2)press f12 and go to memory section and zoom the dev tools(press ctrl+ twice) and observe the radio buttons Note:Issue exist only for the above mentioned zoom only. Expected result:Radio buttons should display properly even after zooming devtools Actual Result:Unwanted white line is displaying in radio button while zooming devtools This is regression issue broken in M-58 Manual Bisect Info: ==================== Good Build:58.0.3010.0 Dev Bad Build:58.0.3012.0 Dev As 58.0.3011.0 build is not available for linux

Added reduced test case. This looks like a duplicate of issue #716174, and is resolved by my fix for that.
