Regression:Unwanted white space is displaying in memory section of Devtools

Chrome Version: 58.0.3029.81
OS: Ubuntu 14.04,Windows

What steps will reproduce the problem?
(1)Launch chrome and navigate to the chrome://md-settings page.
(2)press f12 and go to memory section and zoom the dev tools(press ctrl+ twice) and observe the radio buttons

Note:Issue exist only for the above mentioned zoom only.

Expected result:Radio buttons should display properly even after zooming devtools

Actual Result:Unwanted white line is displaying in radio button while zooming devtools

This is regression issue broken in M-58

able to reproduce the issue on Mac 10.12.3 using chrome version 58.0.3029.81

Added reduced test case.  This looks like a duplicate of issue #716174, and is resolved by my fix for that.
