Regression: Cursor issue is observed on ‘Caret Browsing’ options page.

Issue description

Chrome Version:58.0.3029.81 (Official Build)ac0bae59f0aa5b391517e132bf172144b1939333-refs/branch-heads/3029@{#746} 32/64-bit.
OS: Windows (7,8,8.1,10), Linux(14.04 LTS) and Mac(10.10.5, 10.11.4)

Pre-condition: Add ‘Caret Browsing’ extension using test url.

Test url: https://chrome.google.com/webstore/detail/caret-browsing/fklpgenihifpccgiifchnihilipmbffg

What steps will reproduce the problem?
1. Lauch chrome and navigate to chrome://extensions/
2. Click on ‘Options’ link of above extension such that ‘Caret Browsing’ options page gets open
3. Press “UP” arrow from keyboard and observe cursor position/location.

Actual: Cursor issue is observed(i.e. Extreme top-left corner)
Expected: Cursor should render properly.

This is regression issue, broken in ‘M 58’ and below is manual bisect info:
Good build:58.0.3014.0
Bad build:58.0.3015.0

Able to reproduce the issue in Windows 7,Ubuntu 14.04 & Mac 10.12.3 using latest Canary #60.0.3074.0
Manual Bisect:

You are probably looking for a change made after 450875 (known good), but no later than 450876 (first known bad).

I confirmed the extension relied on a bug behavior which my CL fixed. So, this works as expected.
