Regression: Some texts are seems to be blur on zoom in/out the 'Add language' overlay.

Issue description

Chrome Version: 58.0.3029.81 (Official Build)ac0bae59f0aa5b391517e132bf172144b1939333-refs/branch-heads/3029@{#746} 32/64-bit.
OS: Windows (7,8,8.1,10), Linux(14.04 LTS) and Mac(10.10.5, 10.11.4)

What steps will reproduce the problem?
1. Launch chrome and navigate to chrome://md-settings/languages.
2. Click on 'Add language' button to open 'Add language' overlay.
3. Now, zoom in/out the 'Add language' overlay to 110% or 90%.
4. Observe the 'Albanian/Arbic/Aragonese/Armenian' language text.

Some language texts are seems to be blur on zoom in/out the 'Add language' overlay.
Texts should seen properly on zoom in/out the 'Add language' overlay.

This is a regression issue, broken in M-53 series, below is manual regression range.

Good build: 53.0.2746.0
Bad build: 53.0.2748.0

I'm able to repro this.
I think the CL mentioned above is unrelated.
It seems to involve iron-list items with a min-height of 45px (and maybe less). Tests with larger min-height values (70px or 80px) appear sharper. Having no min-height specified is also sharper.
I suspect that something in iron-list's match of doing screen match or reusing cells it related, but haven't found it yet.

It looks related to translating while zoomed (it's worst at 90% or 110% but there is some effect at other zooms). I suspect that it's taking the 45px row height * 110% = 50.5px and then trying to render on half pixels (which is blurry). OTOH, if the translation is done by percentage of row height, the math is done differently internally, and text is not blurry (I suspect it's rounding somewhere).

The above also explains why the odd/even rows are blurry/sharp. The rows translated by 90px, 180px and so on are sharp; the 45px, 135px and so on are blurry. I tested a translate at just 5px and that is blurry as well.

This issue only happens in narrow cases and the result is still fully functional, so I'm lessening the priority on the bug.

I made some notes / suggestions on a bug for the iron-list Polymer element, since a change to iron-list would be a good fix for this issue.
