Multi-monitor issue when different scaling options used in Windows

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/57.0.2987.133 Safari/537.36 Steps to reproduce the problem: 1. Have 4K monitor with 150% scaling configured 2. Have 1080p monitor with 100% scaling configured What is the expected behavior? You should be able to select any of the dropdowns in addins. What went wrong? When attempting to select any drop down on the 1080p monitor the cursor is off by half an inch to an inch and it doesn't highlight correctly. If you move Chrome to the 4K monitor it works as it should. Did this work before? No Chrome version: 57.0.2987.133 Channel: stable OS Version: 10.0 Flash Version: Issue has existed as far back as I can remember. Surprised there hasn't been a report yet that I can find.

Unable to check this issue as 4K monitor is not available with the test team. Hence adding TE-Hardware dependency label.
