Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/57.0.2987.133 Safari/537.36 Steps to reproduce the problem: open the attached html file and follow the steps 1. grab the body and watch the cursor (working nicely) 2. open the Developer tools window (from menu or by key combination - CTLR+SHIFT+I) 3. try to grab the body again (working nicely) ok, here is the interesting point<br> 4. open a new tab or click on other tab if you have more than this one (after just come back here) 5. try to grab the body again (NOT working!!!) 6. ok, close the Developer tools window 7. try to grab the body again (working nicely again) What is the expected behavior? The cursor change working nicely but I have found one case when this is not true. What went wrong? The cursor change not working in the following case. The Developer tools window is opened and the active tab losing the focus. If I activating the tab again the cursor change not working until I'm not closing the Developer tools window. Did this work before? N/A Chrome version: 57.0.2987.133 Channel: stable OS Version: 10.0 Flash Version:

Can't reproduce so far. Would it be possible for you to record a video? Also, is any kind of emulation in effect? Is the devtools window docked to the inspector page or not?

video file attached. It does not matter if the devtools window is docked or not. you can observe when the devtools window is opened the cursor change happening when I release the mouse button not when I push it.

I was able to reproduce this bug using this fiddle : http://jsfiddle.net/HLLNN/109/ mouse cursor changes correctly when developer tools window is close but changes only on mouse up (instead of mouse down) when dev tools are open. I am using chrome 61 on Windows 10
