Replace old LayoutTests/css2.1 with external/wpt/css |

Issue descriptionLayoutTests/css2.1 (and perhaps some other LayoutTests/css* directories) are relics of the past. CSSWG test suites are all now part of web-platform-tests and synced into external/wpt/css. For the best possible CSS testing coverage we should work to import as much of that as possible and just delete the old copies. See discussion in https://codereview.chromium.org/2809593002/
