Applying body {scroll-behavior: smooth;} does not smooth scroll the page when clicking a anchor fragment (<a href="#someid">). Firefox does a smooth scroll.

What steps will reproduce the problem?
(1) Visit http://jsbin.com/zivosolacu/edit?html,output
(2) click "jump to middle"

What is the expected result?

The page smooth scrolls to the <div id="middle">middle</div>

What happens instead?

The page jumps to the element.
