Ctrl-t using Armenian keyboard layout opens a tab with տ character in address bar

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/57.0.2987.133 Safari/537.36

Steps to reproduce the problem:
1. Switch Ubuntu keyboard layout to "Armenian (eastern)"
2. In Chrome, use ctrl-t to open a new tab.
3. Observe what's in the address bar of the newly opened tab.

What is the expected behavior?
I expect a new tab to open up without anything in the address bar.

What went wrong?
The newly opened tab has the Armenian letter տ in the address bar, which corresponds to t in the keyboard layout.

Chrome version: 57.0.2987.133  Channel: stable
OS Version: 
Flash Version: Shockwave Flash 25.0 r0

Seems similar to  issue 712258 .
