Speech Synthesis doesn't respect tab muting

Issue description
UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/57.0.2987.98 Safari/537.36
Steps to reproduce the problem:
1. Mute tab.
2. Run this code:
speechSynthesis.speak(new SpeechSynthesisUtterance('Hello Chromium users! If you didn't mute tab already, please do it now! Yes, this message is still playing. Blah blah, still playing, blah blah blah blah blah blah blah'));
What is the expected behavior?
Speech sound - like any other sound - should mute when we mute tab.
What went wrong?
Speech sound is still playing after muting tab.
Did this work before? No
Does this work in other browsers? Yes
Chrome version: 57.0.2987.98 Channel: stable
OS Version: 10.0

Tested on latest Chrome Stable #61.0.3163.100, Canary #63.0.3225.0 on Windows 10, Mac 10.12.6 and Ubuntu 14.04 and able to reproduce the issue. This is a non-regression issue and able to reproduce from M-50 #50.0.2624.0. Marking it as untriaged so that issue gets addressed. Thanks.
