megajanks when updating the data

Issue description

See the screenshot.

1. Load sheriff-o-matic
2. open devtools
3. Go to performance panel and start recording
4. Hit the refresh button in the top-right of sheriff-o-matic

Running microtasks takes a full second. So, if this happens automatically while I'm interacting with the UI e.g. snoozing an alert, it visibly janks badly.

I believe upgrading Polymer 2.0 and other improvements to try to make the frontend perf better have helped with this. 

Feel free to reopen/file a new bug if this is still a problem, though!
