DevTools: Update title text and reduce image size for What's New |

Issue descriptionChrome Version: 60.0.3074.0 (Official Build) canary (64-bit) OS: Mac OS X What steps will reproduce the problem? (1) Open DevTools (2) Click on triple dots menu -> More Tools -> What's New What is the expected result? * What's New should display Chrome major version number. * The image in What's New should be 260 x 200 to reduce file size. What happens instead? * Currently in MR59, What's New displays the month of branch point. * The image in What's New is currently 520 x 400 which is unnecessarily increasing Chrome's binary size. --- I've merged the change to master and it's landed in Canary and I'd like to cherry-pick to MR59 release branch. https://codereview.chromium.org/2813303004/
