puppet execution error: Failed to run dnsmasq

Observed on chromeos-server24.hot, chromeos-server23.cbf:

Error: Could not start Service[dnsmasq]: Execution of '/etc/init.d/dnsmasq start' returned 1:
Error: /Stage[main]/Dnsmasq::Service/Service[dnsmasq]/ensure: change from stopped to running failed: Could not start Service[dnsmasq]: Execution of '/etc/init.d/dnsmasq start' returned 1:

chromeos-test@chromeos-server24:~$ sudo service dnsmasq start
 * Starting DNS forwarder and DHCP server dnsmasq

dnsmasq: failed to create listening socket for 127.0.1.1: Address already in use
   ...fail!

This will also affect shards, since they are all running dnsmasq for lxc.  I don't foresee any issues beside the Puppet errors.  It should still be fixed though.
