This is because third_party/netty-tcnative is unmaintained and missing all of the work we and upstream have been doing to fix up that code. We'll patch it to fix up this instance, but the Cronet team needs to update it. It hasn't been touched since it was added in 2015.

Filed  issue #712738  to update it.
