Issue descriptionin_process_context_factory calls GpuSurfaceTracker::AddSurfaceForNativeWidget on android, without providing a surface to go with it. presumably, nobody actually uses it. however, if it did provide a valid surface object, then GpuSurfaceTracker could dcheck that all callers do. it can't now, since IPCF is the only thing that doesn't.

It's not clear what this bug is about. Do we want to provide a surface for the widget? If so, what for? Anyway all this is in flux right now with viz shipping soon TM liberato: please close this if this is obsolete
