Keyboard settings to remap "search" button don't work. |

Issue descriptionUserAgent: Mozilla/5.0 (X11; CrOS x86_64 9202.60.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/57.0.2987.137 Safari/537.36 Platform: 9202.60.0 (Official Build) stable-channel falco Steps to reproduce the problem: 1. Go to settings -> Device, Keyboard settings 2. Change the mapping of "search" to anything else. 3. Be sad. What is the expected behavior? I expect ctrl on the button where this HP chromebook has "search." I expect to be able to remap the search button to act as control. What went wrong? The button still acts as search, not control. I tried remapping to other things (e.g. backspace), but it still acts as search. Did this work before? N/A Chrome version: 57.0.2987.137 Channel: n/a OS Version: 9202.60.0 Flash Version: This is a loaner chromebook.

I can confirm this on falco but not on veyron_jaq. Moreover, on falco the keyboard readings have undefined random behavior when the option "Treat top row keys as function keys" is set. Also "search" key no longer triggers F-keys behavior on any of the keyboard keys.
