Regression: Arrow Pointer is seen instead of Hand Pointer on chrome://md-settings/appearance.

Chrome Version: 59.0.3071.9 (Official Build) (32-bit) (cohort: Stable)2ae1b9cb3ac16142bb504b4529323d14d0eb6f93-refs/branch-heads/3071@{#28}(32/64 Bit).

OS:  Windows(7,8,10), Linux(14.04 LTS), Mac(10.11.6, 10.12.1, 10.12).

Steps to reproduce:
1.Launch Chrome, go to chrome://md-settings/appearance.
2.Mouse hover over the blank space for 'Enter custom web address' and observe.

Actual Result: Arrow Pointer is seen instead of Hand Pointer.
Expected Result: Hand Pointer should be seen.

This is regression issue broken in 'M 59' and will soon update the bisect info:
