Regression : Drop down arrow icon appears slightly raised than expected in devtools.

Issue description

Version: 59.0.3071.9 2ae1b9cb3ac16142bb504b4529323d14d0eb6f93-refs/branch-heads/3071@{#28}
OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6,10.12.1)

What steps will reproduce the problem?
1. Launch chrome, navigate to NTP and open devtools.
2. Now open emulated view and observe drop down arrow icon of 'Responsive' and 'Zoom' drop down list

Actual: Drop down arrow icon appears slightly raised than expected
Expected: Drop down arrow icon should be seen properly

This is regression issue, broken in ‘M 59’ and will soon update other info :
Good build:59.0.3049.0

I think this happened to all toolbar dropdown arrows.

You are probably looking for a change made after 459298 (known good), but no later than 459299 (first known bad).

Note :Able to reproduce the issue in Win 10.0,Ubuntu 14.04 & Mac 10.12.3 and Able to reproduce in latest Canary #60.0.3074.0

Thanks for the report.  The position looks fine on Linux and Mac 	60.0.3074.0, but I definitely notice how it has changed in Windows.  I suspect that the platform font height on Windows makes it stand out.  I'll take a look.
