Regression: Vertical scroll down bar is not working on chrome://md-settings/searchEngines.

Issue description

Chrome Version: 59.0.3071.9 (Official Build) (32-bit) (cohort: Stable)2ae1b9cb3ac16142bb504b4529323d14d0eb6f93-refs/branch-heads/3071@{#28}(32/64 Bit).

OS:  Windows(7,8,10), Linux(14.04 LTS), Mac(10.11.6, 10.12.1, 10.12).

Steps to reproduce:
1.Launch Chrome, go to chrome://md-settings/searchEngines.
2. Resize the window, scroll down the page completely .
3. Try to scroll up (Using mouse wheel or clicking on up arrow) and observe.

Actual Result: Scroll Bar is not working.
Expected Result: Scroll Bar should work properly.

This is regression issue broken in 'M 59' and will soon update the bisect info:

Using the per-revision bisect providing the bisect results,
Good build:59.0.3067.0 (Revision: 463157).
Bad build: 59.0.3068.1 (Revision: 463474).

You are probably looking for a change made after 463311 (known good), but no later than 463312 (first known bad).

The script might not always return single CL as suspectas some perf builds might get missing due to failure.

Issue is still seen on Win 10 and Mac 10.12.4 using latest Canary 60.0.3074.0, and on Ubuntu 14.04 using 59.0.3071.9 as well.

@hcarmona: Could you please look in to this issue and give us an update

Investigating this. At first glance, this looks like it's happening b/c of my change in the 2nd iron list. It may not realize it needs to scroll....

This seems to be working for me on Canary. Did anything get fixed?
If we can't repro it anymore can it be closed?
This only reproduces if you have no "Other search engines"

Ya I can reproduce that. Removing the scroll listeners causes this to scroll so this isn't a Blink>Scroll issue. It purely is an app issue. Removing Blink>Scroll label.

Verified this issue on Windows-10, Mac OS 10.12.4 and Ubuntu 14.04 using chrome latest beta M59-59.0.3071.47 by following steps mentioned in the original comment. Observed the page chrome://md-settings/searchEngines able to scroll up using mouse wheel and clicking on up arrow button as expected, Hence adding TE-Verified label.
