Regression: Focus shifts automatically while tabbing in devtools

Issue description

Chrome Version:59.0.3071.9 Dev
OS:Ubuntu 14.04,Windows

Steps to reproduce the problem:
1.Launch Chrome and Navigate to chrome://md-settings 
2.Hit F12 and click on console tab 
3.Start Tabbing in console tab of devtools and Observe the cursor

What is the expected behavior?
Cursor should move in the console window when tabbing

What went wrong?
Cursor is not moving in the console window when tabbing

This is a Regression issue seen in M-59

Able to reproduce the issue on the latest M-59(59.0.3071.9) on Mac OS 10.12.3 as well.

Able to reproduce this issue on windows 7, Mac 10.12.4,Linux Ubuntu 14.04 with Chrome Canary-60.0.3073.0.

This is the new intended behavior. When the console prompt is empty, hitting tab moves focus instead of creating an indent.
