Add a special task type for garbage collection

We may want to have a special task type for tasks related to garbage collection (kUnspecedGC?) to ensure that it's not throttled. Currently, we use kUnthrottled for the purpose but more specific task type would be better in terms of readability and maintainability.

For the record I copied haraken@'s comment from the review:

"I'm slightly negative about increasing # of unspeced tasks. Unless we're
planning to treat GC tasks in a special manner, I'd prefer just using
Unthrottled."
