Milo trooper documentation

Explain how Milo works so that a trooper has an idea how to resolve issues without a help of service owners.

Context: LUCI Milestone planning 

Perhaps there is no much to do because Milo for LUCI jobs is mostly stateless, but ti won't be when we implement build replication. So we should probably start working on this bug after that.
