[Mac] First run search prompt appears after you've begun working with the browser

Issue description

Chrome Version: 60.0.3072.0
OS: macOS 10.12

What steps will reproduce the problem?
(1) Run Chromium with an empty user data dir
(2) Drag a URL to Chromium's dock icon

or

(2) Click in the initial window's omnibox, paste a URL, and press Return

What is the expected result?
The browser should navigate to the requested URL with no more first run prompts

What happens instead?
The browser navigates to the requested URL but then shows the "You can search form here with Google" dialog. At this point I've already started working with the browser, so it doesn't make sense to display it. Related to  Issue 657592 .

Status: WontFix (was: Assigned)
I think let's leave things as they are. It does not make sense to show the first run prompt in this situation, but this is a very rare use case (new Chrome user downloads Chrome, drags it to the dock, then drags a URL onto it).
