SVG Text + Lines Issue

Issue description

Split out from  issue 710208 . Original description:

SVG doesn't render properly, when masking applied to path to mask the background of the text in the path, the path is not visible. This renders properly on Safari with 3 proper lines. The lines on the top and last are missing when mask is applied. [Attachment - test.svg.zip]

It appears that the white text background may be extended too far around the text? Attached is expected vs actual images, as well as the test case.

Note that this does not work in Firefox or Chrome, but does work in Safari.

This looks the same for me in Firefox 52.0.2, Chrome 59.0.3067.6, and Edge 25.10586.672.0.

And the reason for this is probably that maskUnits isn't set, and so assumes the default of 'objectBoundingBox', and because the geometry is degenerate (in the y dimension) the clip bounds of the mask resolves to an empty rectangle, resulting in an empty.
maskUnits='userSpaceOnUse' should hopefully make this work as expected. (See also  issue 570432 .)
