1. Go to https://microsoft.com
2. Open Page Info
3. Click the "## in use" link in the cookie section

Observe: PageInfo closes and cookie sheet opens.

4. Click PageInfo button again

Observe: Cookie sheet remains opened.

5. Click the "## in use" link in the cookie section five times.

Observe: Nothing seems to happen.

Click "Close" on the cookie sheet.

[Problem] Observe: Cookie sheet reopens.

Click "Close" on the cookie sheet five more times to dismiss it.

6. Open Developer Tools, docked to bottom of tab.
7. Click the Security Panel. 
8. Click "View Certificate."
9. Click "OK" on the certificate sheet.

Observe: The certificate sheet closes.

10. Click "View Certificate" again.
11. Click the Page Info button.

Observe: The certificate sheet remains open. PageInfo shows.

12. Click the "## in use" link in the Cookie section.

Observe: Nothing seems to happen.

13. Click "OK" on the certificate sheet.

[Problem] Observe: Nothing happens. Sheet cannot be dismissed except by tab closure or navigation.
