[MacViewsBrowser] Momentary black bar visible when showing bookmarks bar

Chrome Version: 60.0.3072.0 (MacViews)
OS: macOS 10.12

What steps will reproduce the problem?
(1) Create a browser window
(2) Hide the bookmarks bar
(3) Show the bookmarks bar

What is the expected result?
Smooth animation of the bookmarks bar into view

What happens instead?
A thin black rect appears, and then the bookmarks bar eventually appears in that space.

Can't repro this as of 67.0.3395.0 Maybe fixed by whatever compositing change fixed the web content flicker?
