What steps will reproduce the problem?
(1) Create Window A with two tabs
(2) Create Window B with one tab
(3) Close Window B
(4) Close a tab in Window A
(5) Choose File -> Reopen Closed Tab...

What is the expected result?
The tab in Window A should reappear

What happens instead?
Window B reappears. It looks like Reopen Closed Tab reopens the last closed window instead.
