What steps will reproduce the problem?
1. In a tab with loaded content, switch to Russian layout
2. Hit Ctrl+T to open a new tab

What is the expected result?
A new tab is opened, the caret blinks in the empty URL entry box


What happens instead of that?
A new tab is opened, AND a cyrillic letter "е" (which is mapped to the latin 'T' key in the Russian "йцукен" layout) is entered into the URL, thereby triggering the suggestions box with the default search provider suggestion ([magnifying glass] "е - Google Search") and URLs from the history.
