SELECTING APPS for SUPERVISED USER

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 9202.64.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/57.0.2987.146 Safari/537.36
Platform: 9202.64.0 (Official Build) stable-channel cyan

Steps to reproduce the problem:
1. create supervised user
2. try to use an app that supervisor loaded
3. It gives error message that only supervisor can edit or add apps, but there is actually no way for supervisor to do this for their supervised users.

What is the expected behavior?
Supervisor should be able to download desired apps on their account and on the SUPERVISED USER dashboard should be able to select which apps they want accessible to the supervised users

What went wrong?
I like that they block apps etc for supervised users and they can't just install whatever they want, however the supervisor needs to be able to add certain apps like unzip or google docs to let the user access drivers and school assignments without giving access to all of "GOOGLE" the search engine.

the other threads about this were arguing whether or not to allow supervised users acccess to apps or not. 

 It was purposefully designed for not.

I agree with that and I don't want you to change things to allow them to add from the webstore, but you can do it like you do with websites where they can request permission and the supervisor can allow or block the app or extension.
