Issue descriptionChrome Version: 60.0.3072.0 (MacViews) OS: macOS 10.12 What steps will reproduce the problem? (1) Create a window with two or more tabs (2) Drag one of the tabs horizontally in the tabstrip What is the expected result? Smooth animation of the non-dragged tabs to their new locations What happens instead? Animation is pretty janky. I'm guessing it might be because the entire window is being redrawn on each frame.
