[MacViewsBrowser] Mouse becomes separated from mouse down point during window drags

Chrome Version: 60.0.3072.0 (MacViews)
OS: macOS 10.12

What steps will reproduce the problem?
(1) Drag a browser window up and down the screen

What is the expected result?
The mouse should remain at the mouse down point in the tab strip background no matter where you drag the window, or for how long.

What happens instead?
The mouse begins to move to a different vertical location relative to the mouse down point.

MacViews triage: the mouse sticks perfectly still relative to the window now, so I'm calling this Fixed.
