[MacViewsBrowser] Minor topchrome updates repaint the entire window

Chrome Version: 60.0.3072.0 (MacViews)
OS: macOS 10.12

What steps will reproduce the problem?
(1) Run the browser
(2) Click in the omnibox

QuartzDebug shows the window getting redrawn on every insertion point redraw instead of just the insertion point dirty rect.

MacViews triage: this is Fixed now, most likely by the work I did to minimize textfield repaints.
