call with h264 only in peerconnection can not send high quality videos

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/57.0.2987.133 Safari/537.36

Steps to reproduce the problem:
1. getusermedia with 720P stream(1080*720)
2. Make a call that can use h264 only with peerconnection
3. 

What is the expected behavior?
can send high googFrameWidthSent with 1080,There are ways to send high quality videos?

What went wrong?
the googFrameWidthSent is getting lower and lower ,then last is 160*90,the remote video is so blurry and can not see anything

Did this work before? Yes chrome56

Does this work in other browsers? N/A

Chrome version: 57.0.2987.133  Channel: stable
