sloppy youtube video playback, stuttering video when hovering video endcards

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/57.0.2987.133 Safari/537.36

Steps to reproduce the problem:
1. go to the yt video above, or select other ones with end cards
2. seek to the end of the video, till the end cards show up (the ones, during playback)
3. hover one of them in full screen, video starts stuttering for the hover animation (video gets darker)

What is the expected behavior?
no stuttering at all.

What went wrong?
The video starts stuttering, when sometimes elements of the youtube player gets visible, or when some end cards animation will be played.

Not sure when this problem starts, but I see this since 57 and after creators update. GPU driver is up to date.

When i remove my profile and start a new one, its fixed for the moment. But when i restart my computer, this issue will be back. I also tried to disable all extensions and incognito mode, but doesn't help. 

The errors in the gpu log shows up, when i play a youtube video.
 
Ok, i found out that when i start chrome with a fresh new profile, then #enable-gpu-rasterization is disabled. Under gpu it shows: "Rasterization: Software only. Hardware acceleration disabled". This happens only the first time, with a fresh profile. After restart, this is enabled as Hardware accelerated. But this flags have to do something with my problem of sloppy youtube videos playback. When this is enabled as Hardware accelerated, it stutters. When is is disabled via flags, everything is fine. Very strange.

Rechecked the issue on Windows 10 for chrome version 57.0.2987.133 by enabling and disabling the flag with a fresh installation and a new profile no stuttering was displayed.

Can you please try this again by resetting chrome to default from chrome://settings. Please update us with your observations.

Problem is still there, after reset.

Please note, i can temporarily fix it, when i disable hw rasterization (chrome://flags #enable-gpu-rasterizatio).

When you try to reproduce this issue, was hw rasterization enabled on your system? Do you have windows 10 creators update installed? What vga card do you have?

I can repro this issue. this issue repro on both Chrome, safari and IE. It seems not limit to nvidia graphic card. 
It is more like the issue is on YouTube video itself.
hubbe@, can you confirm if this is a YouTube bug?
It works for me on IE and you are right, its not a nvidia specific issue, because i've this issue with an amd card. What about my work around with disabling hw rasterization? I think its an issue with the hw rasterization feature in chrome.
andreash8577@gmail.com, I did notice when hover mouse over end card video, the present video becomes darker. when hover out of end card video, the present video back to correct color. Is this the bug you claimed? Other than that, I don't see any stuttering.

Yep, this is what i've reported. This youtube endcard bug is an easy way to reproduce this issue. I also have issues, that the youtube html5 player or amazon instant video html5 player drop some frames. It become now much smoother, since i've disabled the hw rasterization feature. Disabling it also "fixed" the youtube endcard issue for me. But this is a workaround. It should be faster, when the gpu is doing rasterization. Thats the reason why i think this is an chrome or windows 10 creators issue.
andreash8577@gmail.com, what rasterization "fixed" this issue? if you mean the video-get-darker issue, then disable GPU Rasterization couldn't fix it.
Also I want to confirm with you again, is video-get-darker issue the main issue you are reporting?

100% reproducible. Even after resetting chrome. Using latest stable release, windows 10 all updates and latest amd drivers.

Any news about this? I'm on chrome 59 now, with newest gpu drivers. Problem is still there :/

I reinstalled my system today. Problem is still there. Latest gpu drivers, windows 10 with all updates and chrome with all updates. Still not sure, if this is a amd driver or a chrome issue.
It looks like v61 have fixed my issue. I'll test some days and report back.
