Google chrome stop open Dev tools, chrome://settings, chrome://crashes etc

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/59.0.3067.6 Safari/537.36

Steps to reproduce the problem:
1. Don't know

What is the expected behavior?

What went wrong?
Stop open Dev tools, chrome://settings, chrome://crashes

Chrome version: 59.0.3067.6  Channel: dev
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: Shockwave Flash 25.0 r0

Tested this on Win 10 using #59.0.3067.6. Unable to reproduce the issue.

@mikhali: Could you please find the attached screen cast and provide the clear steps to reproduce the issue.

What luck, the problem happens again three hours later.

As you can see, it appears when one of the Google Chrome processes reached 3Gb memory consumed. And killing this process helps work around this situation.

It does not make sense since I cant reproduce the problem in different conditions.

This does not seem to be a DevTools issue as other internal links are not working as well.
