Regression : Unwanted movement of text labels is seen in chrome://md-settings/autofill.

OS: Windows (7,8,8.1,10)

What steps will reproduce the problem?
1. Launch chrome, navigate to chrome://md-settings/autofill
2. Now click on 'Add' button and then click on 'Organization' and observe text labels(Organization,street address etc.)

Actual: Unwanted movement of text labels(Organization,street address etc.) is seen after clicking on 'Organization' Text field
Expected: Unwanted movement of text labels(Organization,street address etc.) should not be seen after clicking on 'Organization' Text field

This is regression issue, broken in ‘M 59’ and will soon update other info :
Good build:59.0.3070.0
Bad build: 59.0.3071.0

Using the per-revision bisect providing the bisect results,
Good build: 59.0.3070.0 (Revision: 464226).
Bad build : 59.0.3071.0 (Revision: 464641).

You are probably looking for a change made after 464549 (known good), but no later than 464550 (first known bad).
