Regression:Reload button is not coming for the first time in chrome://kill page

Chrome version:60.30.3072.0
OS:Ubuntu 14.04,Windows

Steps to reproduce the problem:
1. Launch Chrome and navigate to chrome://kill
2. Observe the page

What is the expected behavior?
Reload button should come for the first time

What went wrong?
Reload button  is not coming for the first time.

This is a Regression issue broken in M-60

Manual Bisect info:

Good Build:59.0.3071.0

Tested this issue on Ubuntu 14.04 using chrome latest dev #60.0.3072.0 by following steps mentioned in the original comment, Observed the reload button displays as expected for the first time. 

As per comment #3 this issue is not consistent one so marking it as wont fix. Please raise a new issue if you able to reproduce this issue consistently.
