Kenji: by "unwarranted reflow mitigation" you mean scroll anchoring is triggering incorrectly? I can't see a difference loading that page with the anchoring flag on and off, what's the repro steps and expectation? Also, is this using Android or desktop?

Ah, sorry, just realized these are coming from external reporters using a tool that posts with kenji's alias. I'm going to assign these all to skobes@ to take a look at :)

Just a minor nit: 
 The reports are coming from g.co/reportbadreflow
 But I'm filing these bugs manually (only the potential regressions, and valid reports).

Re: Android vs. Desktop, I unfortunately don't know. The form doesn't collect this, I'll add a field.

Re: reproduceability, I haven't checked hence the unconfirmed state (I hope it's how I filed these). If we have too many false positives, I'll look at refining the form.
