Unwarranted reflow mitigation: image search reportedly broken by scroll anchoring

Project Member Reported by kenjibaheux@chromium.org, Apr 16 2017

Issue description

From g.co/reportbadreflow:

Unwarranted reflow mitigation
https://www.google.co.uk/search?q=cats&tbm=isch

"The new Scroll Anchoring feature in Chrome seems to completely wreck Google Image Search. Images near the top of the results are OK, but if you scroll down a bit and then click an image, Chrome seems to jump to a completely random place in the list and you have to scroll manually to find the image you clicked. This is affecting lots of other people as well (e.g. https://productforums.google.com/forum/#!topic/chrome/LNGBzMlzuPM and also confirmed via random people on Twitter). After disabling Scroll Anchoring, the problem seems to have gone away."

Always
