Videos do not use mouse properly when zoomed in

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_4) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/57.0.2987.133 Safari/537.36

Example URL:
Any video on youtube

Steps to reproduce the problem:
1. Open a video on youtube
2. zoom in using 2-finger pinch
3. Try to jump to a position on the time slider

What is the expected behavior?
The position of the mouse should correspond with the position of the slider

What went wrong?
The position of the slider is offset farther and farther the more zoomed in the video is. In both screenshots, the cursor is close to the middle of the video, but the player thinks its about a quarter. However, the buttons all work fine. 

Does it occur on multiple sites: Yes

Is it a problem with a plugin? No 

Did this work before? N/A 

Does this work in other browsers? Yes

Chrome version: 57.0.2987.133  Channel: stable
OS Version: OS X 10.12.4
Flash Version: Shockwave Flash 25.0 r0

I'm not sure if this is related, but when zoomed in, the MacOS 'lookup' feature is also offset, as shown in the third screenshot

Currently there is no touch Mac device available to check this issue. So tested on Windows-10 and able to reproduce this issue using chrome latest stable #57.0.2987.133 by following steps mentioned in the original comment. Observed slider is not moving at the right position while placing the cursor in the middle of the video. 

This issue is observed on older version of chrome #45.0.2404.0 as well. 

asdatapel@ Could you please let us know is this issue used to work before in chrome? If yes, on which version?

I suspect this is a duplicate of  issue 489206  - I'll confirm when I get onto a device with zoom touchpad or touchscreen.

Confirmed - enabling chrome://flags/#inert-visual-viewport fixes the issue.
