Smooth scrolling doesn't behave the way it should on Windows 10

Issue description

Chrome Version       : 59.0.3067.6

What steps will reproduce the problem?
(1) Enable Smooth Scrolling flag (is now by default).
(2) Open any webpage with overflow.
(3) Try srolling smoothly using touchpad (Synaptics).

What is the expected result?
Pixel perfect scrolling (like in MS. Edge).

What happens instead?
Chopped scrolling with a 'smooth' effect. This doesn't feel smooth, this is fake.

When trying to scroll a few pixels with touchpad, it's clearly visible that the smallest resolution of scrolling is one line of text. The only difference Smooth- scrolling flag makes is a transitional animation between those lines. Today this approach is to old- fashioned. Please implement this differently, just like it's been done for Chrome on OSX. Just like it has been done for MS. Edge.

I have compared with Google Chrome on a MS. Surface Pro 4, and on that machine pixel perfect scrolling was working nicely. I had the line- by- line scolling issue with Windows 10 on a Dell M3800. It uses a Dell- branded Synaptics driver. The standard- and- latest Synaptics driver won't work on this machine. Maybe that is the cause of the different scrolling behavior of Chrome? But since scrolling on the M3800 in Edge worked fine, it should somehow be possible in Chrome as well.

I'm sorry to disappoint regarding screen-casts and other feedback, but i ended up removing Windows 10 out of frustration. Running Debian on the M3800 now, and scrolling in Google Chrome works as expected.

Able to scroll the web pages on Win 10 Touch Laptop M3800 using 59.0.3067.6, Could you please recheck this issue and update the bug.
