Issue descriptionChrome Version: 57.x. OS: Linux What steps will reproduce the problem? (1) Visit http://www.nytimes.com/projects/census/2010/map.html (2) See link to download Flash pointing to http://www.adobe.com/shockwave/download/download.cgi?P1_Prod_Version=ShockwaveFlash (3) Click link What is the expected result? Link navigation should be intercepted and Flash should activate. What happens instead? Navigates to link in (2).
