Cannot access 1 url when I could before - it is not blocked

Issue description

Chrome Version       : 57.0.2987.133
OS Version: 10.0
URLs (if applicable) : Only happening on 1 url - see below
Other browsers tested:
  Add OK or FAIL after other browsers where you have tested this issue:
     Safari 5:
  Firefox 4.x:
     IE 7/8/9:

What steps will reproduce the problem?

ERR_CONNECTION_TIMED_OUT

What happens instead of that?

accessing http://5.9.244.115/ http://bsnscb.com/ and then could not access it.
ERR_CONNECTION_TIMED_OUT
Ran diagnostics and troubleshooter many times

Checked Chrome and Win10 Home 64 is up to date. 

after 24hrs still cannot access in chrome, iceweasel, firefox, IE, incognito, restarted many many times, 
flushed dns etc many many times, deleted cookies, history, browser etc many many times, 
changed DNS settings to Google DNS and it did not work.

Turned firewall off - did not work, added chrome to 'allow' through firewall 
- did not work.

Removed all extensions with various combinations of the above - did not work.

Tried a number of combiniations of the above and below actions, until I had 
stripped right back to stock and reset everything.

Turned off antivirus ESET and Malware, did not work. Added url exceptions in eset, 
malware, chrome security and it did not work.

Cleaned up hosts file - did not work.

Turned on VPN - DID WORK!!!

Using a VPN is too slow and I do not want to continue to use a VPNj - hotspot shield, please help.

Able to access the page http://bsnscb.com/ at our end, Could you please find the attached screenshot and give us the exact URL for the further investigation.

As I mentioned in my initial request for help: I went through a VPN and was able to access it. 

I know it is accessing becauseas I also mentioned, I was accessing it, and then I couldn't.

I also read some other posts where people have had the same problem with only one url not being able to be accessed when previously they could, eg facebook.

I downloaded the extension 'EditThisCookie' and it detected 1 cookie which I deleted and now I can access the bsnscb.com website without any restrictions and without a VPN.

It seems there's a hidden cookie that Chrome doesn't find and therefore doesn't get deleted when you clear Chrome cookies.

That log doesn't contain any ERR_CONNECTION_TIMED_OUT errors.  It does contain a successful request to http://bsnscb.com/, and a request that failed with ERR_CONNECTION_REFUSED to https://epicunitscan.info/ (Which isn't something that's Chrome's fault - server refused to let us talk to it).

Regardless, if it's not working in IE or FireFox, either, this is not a Chromium issue.
