Upgrade ICU to 59.1 and later to 60

Issue description

V8 is implementing RegExp unicode property class escapes, a new language feature currently at stage 3 of TC39, so fairly soon part of the JavaScript specification. V8's implementation is based on ICU. Test cases in Test262 are based on Unicode 9.0.0 data, and we currently still see a few failures.

We expect some of these failures to go away with an upgraded ICU. For details see https://bugs.chromium.org/p/v8/issues/detail?id=4743#c28

Hmm... ICU 58.1 (released in October 2016) does have Unicode 9.0 data (released in June 2016).  

You mean Unicode 10.0? 

Anyway, ICU in Chrome/v8 will be updated to 59.1 before long.

I read  issue v8:4743  comment 28 and it's about Emoji properties. Emoji data is updated more frequently than Unicode release. The latest Emoji data version is 5.0 (finalized about a month ago) and is indeed incorporated to ICU 59.1 ( http://bugs.icu-project.org/trac/ticket/12900 ). 

Once ICU in Chrome/v8 is updated to 59.1, that will indeed be fixed.

Even after updating to ICU 59.1, there’s still this remaining problem (from  issue v8:4743  comment 28):

It would be nice to have an open issue to track the eventual update to ICU 60. Perhaps we could re-use this one for that?
