PrerenderingOffliner::HandleTimeout code should ideally be in RequestCoordinator

Part of this code is complete copy/pasted to BackgroundLoaderOffliner. This code is also the only reason why we have OfflinerPolicy currently in the offliners. It seems better fit inside the RequestCoordinator whether the snapshot should happen or not.

Expressing strong support for that as whether or not this is going to be a last retry can be calculated before asking for offlining.
