Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/57.0.2987.133 Safari/537.36 Steps to reproduce the problem: 1. Navigate to Google contacts 2. 3. What is the expected behavior? A display that does not shift or "oscillate." What went wrong? The display shifts between showing the bottom and right scrollbars and not showing them. When this happens the three Google icons on the upper right (G apps, G notifications, G account) also move from side to side. The two attached files show the change in window display. Did this work before? Yes Do not recall. Chrome version: 57.0.2987.133 Channel: stable OS Version: 10.0 Flash Version: I researched this issue on Google Chrome Help forum and found reports from 2014. The problem disappears when I maximize the Chrome window - but this is not a solution, as I expect to be able to use the browser with the window at other than maximum size.

>> Tested the issue on Win 10 using latest stable 57.0.2987.133 and could not reproduce the issue This is because you tested it not on Gmail. I believe it exists on more sites, but Gmail is most popular. Moreover, this bug exists for last 4 or 5 versions I remember.
