Better description for UI>Shell

I was told that the UI>Shell component is for ChromeOS bugs, but the current description doesn't make that clear:

If that's right, can the description be made more… descriptive?

Changed it to "Chrome OS Shell (Ash)," does that help to clarify?  Albert, any objections?
