Consider easing "file a Chrome media bug" from media-internals using a button

Issue description

Like "Save a log", perhaps "File a bug" would be a good idea.
Potential auto-inclusion in the bug template might be:
* A chrome://media-internals saved log.
* A chrome://gpu dump
* Chrome version information

This needs some design and product work, just filing this crbug as a placeholder to kickstart some discussion around this.
