Issue description

Version: 59.0.3069.0 Canary
iOS Version: 9.3.5
Device: iPad Air
URL:  

Precondition:
Settings -> General -> Language & Region -> iPhone/iPad Language -> Hebrew

Steps to reproduce:
1. Launch Chrome Canary 
2. Tap in omnibox
3. Verify Physical Web suggestion is showing up.

Observed results:
Physical Web suggestions is not aligned correctly the first time we launch the app after changing device language to RTL(He)
Also happens for “Link you copied”
***Note: After entering a few characters in the omnibox it is aligned correctly.

Expected results:
Physical Web suggestions should be aligned correctly.
“Link you copied” should be aligned correctly.

Number of times you were able to reproduce: 5
Bug reproducible after clean install: Yes
Bug reproducible after clearing cache and cookies: NA
Bug reproducible on Chrome Mobile on Android: Not Tested
Bug reproducible on Safari/Firefox: Firefox: NA, Safari: NA
Bug reproducible on current stable build (App Version, iOS Version): Not showing (finch experiment)
Bug reproducible on the current beta channel build (App Version, iOS Version): Yes M58

Summary: Physical Web & Clipboard Suggestions not aligned correctly the first time app launched after changing device language to RTL(He) (was: Physical Web suggestions is not aligned correctly the first time we launch the app after changing device language to RTL(He))
Demoting to Pri-3, as it only affects RTL.

Note that we're likely to turn on most visited zero suggest for iOS, and that will dramatically increase the number of people who see the current misalignment.
Blocking: 725120
Physical Web in omnibox suggestions has been disabled in Bling.
Tested Zero Suggest on 64.0.3271.0 canary on iPhone X iOS 11.2

There have been some changes to the omnibox popup in M65.  Can this be re-tested?
Tested this issue on 65.0.3283.0 canary, iPad Pro iOS11 issue is still reproducible.

2. Zero suggest suggestions is fixed and aligned correctly

Given this only happens one time, immediately after launch changing device language, and zero suggestion is fixed, this is very low priority.
