We are moving to use the EmbeddedTestServer in chromium on iOS.

One problem is that when shutting down the ETS, it clears the server but does not destroy io_thread_.  That prevents the server to start again. (In general case, once the server is called shutdown, the ETS instance will no longer be used.)  We can look to see if we should support start and shutdown multiple times.
